The Home Guard rules 1962 have been
partially amended for lthe first time after 1962. The amendment
is basicaly for simplyfying the recruiment procedures of Home
Guard volunteers .
In the programme under E-governance
the department has introduced the personal information system
in process of computerization of records. This system is for
both permanent staff and volunteers. Presently the format of
employees have been approved and is being filled.
The President of India has awarded
Medal for Meritonious Service to two officers, Shri Puran Sinhg
Dy. Comdt. Home Guard Trg. centre Nagaur and Shri Moolchand
Verma Coy.Cdr. Home Guard Trg. Centre Jaipur.
In the curent year till Dec. 2009.
2164853 mendays of Home Guard volunteers for Law & Order Duties
have been utilised.
In May 2009 about 25000 volunteers
were depolyed for Law & Order duties during Parliamentary
elections. About 5996 volunteers were depolyed for Municipal
elections. In addition to this 20 coy. of Border Home Guards
were send to U.P. & Bihar for Parliament Election and for
Utarakhand 10 coy. of BWHG were sent, 8 coy. for Hariyana
Assembly Elections and 5coys. for Jharkhand Assembly were also
sent till Dec. 09.
The department actively involves
for mitigation of disasters be it fire or a child falling in a
bore well. During the fire incident in the IOC campusrecently at
Sita Pura, Jaipur 300 Home Guard volunteers and 4 fire tenders
were continuously deployed for nearly 15 days and curtailed
spared of fire to the neighbouring installation. In the bore
well incident at Jagatpura Civil Defence team under the
leadership of Dy. Controller endeavoured with all available
resources to retrieve the child working endlessly for nearly a
The department is in the process of
making Data base of each and every volunteer of Home Guards &
Under the Modernization Scheme of
Centre Govt. the department has been able to get fully
computerised offices and has been able to buy modern equipments
for rescue, training, and office automation. The department has
upgraded its holding of Arms in Border Home Guards to assist the
Indian Forces on the border during emergencies.
The department is in the process of
commissioning a new Central Training Institute at Fatehpura,

buildings made at the training centresof Banswara, Dausa,
Bhilwara and Jodhpur. The department has planned to get the
construction work of office building started at Sikar and
Bharatpur this year .

all states where BWHG of Rajasthan was moblised for election
have conveyed their apprieceassion and praise for the deciplined
force to D.G.C.D & C.G.H.G. S.Ps. of all districts of Rajasthan
have also conveyed thanks & praised our volunteers for thier
dedicatation to duty.
About 80% of the volunteers
available with the department were deployed for Panchyat
Elections in January 2010. The Department is also sending 8 coys
of BWHG to Utrakhand for Law & Order duties during the Kumbh
As per the direction of the Govt.
of India in the first stage under a pilot projects two towns of
Ajmer & Jaipur have been selected for revamping with the aim to
sensitize the rural areas at tehsil and village panchyat level
on issues of disasters internal security and capacity building.

In the Civil Defence Town of
Jodhpur anticipating the epidemic of Swine Flu Civil Defence
became active and to avert the spread of epidemic about 10000
pamphlets were distributed to the citizens of the town.
The Civil Defence of the state is
in 13 towns viz Jaipur, Ajmer, Alwar, Kota, Rawatbhata, Jodhpur,
Jaisalmer, Barmer, Bikaner, Sriganganagar, Suratgarh, Naal &
Bharatpur. To educate and spread awareness and sensitize the
citizens the department has got 1,96,000 pamphlets printed on
Doís and Doníts on the occurrence of disasters like Earthquake,
Flood, Draught, Fire, Enemy Air Raid etc. which are being
distributed to the citizens.
In order to rejuvenate the training
centres at district levels and to bring about a radical
improvement in the functioning of these centres under the
directions of Director General and Commandant General, Senior
Officers of the department are now inspecting units on a regular
basis. This will also help the officers to initiate matters
which will improve the efficiency and the image of the
